MDwise Leadership

Chief Executive Officer – Charlotte MacBeth, MBA, MHA, JD, President

Ms. MacBeth has served as the MDwise President since 1999. She provides corporate leadership, directs MDwise business operations, sets current and long-range objectives, plans strategic goals, designs policies, and guides the corporate development and implementation of these strategies and policies through staff.

 

Ms. MacBeth has full and final responsibility for ensuring all MDwise functions comply with the terms of the state contract. Ms. MacBeth holds a Bachelor of Public Health, Master of Health Administration, and Doctor of Jurisprudence from Indiana University. She also earned a Master of Business Administration from Butler University. Ms. MacBeth previously worked as an attorney for Legislative Services Agency, Director of Government Relations at Anthem, and Director of Government Relations and Health Policy with the Indiana Health and Hospital Corporation.

Chief Financial Officer – Terry Cole, CPA, CFO

Ms. Cole is responsible for overseeing the budget and accounting systems for MDwise including cash management, investments, budgeting, capitation rate analysis, enrollment reconciliation, and reinsurance. Additionally, Ms. Cole is responsible for ensuring that MDwise meets the State’s requirements for financial performance and reporting. She manages the staff of the finance department at MDwise in her direction of all financial aspects of the MDwise business. Ms. Cole holds a Bachelor of Science Degree in Accounting from Indiana University.

 

She has more than 20 years of health care experience, including 11 years in public accounting as a financial auditor and health care consultant. Ms. Cole also spent more than six years at Clarian Health as Director of the financial reporting in the Medicare, Medicaid, and managed care areas. While at Clarian, Ms. Cole spent several years serving on the MDwise Finance Committee and Board of Directors, including one year as Chairman of the Finance Committee.

Chief Operations Officer – Katherine Wentworth, JD

Ms. Wentworth has 9 years experience at MDwise, and is responsible for the management of government affairs functions including interactions with government agencies, lobbying and other legislative affairs. Other job responsibilities include: monitoring current regulatory and statutory changes that impact the Medicaid and managed care industries, including HIPAA privacy officer duties, developing and reviewing contracts for MDwise to use with subcontractors and vendors, working with other executive staff and outside counsel to perform contract negotiations, and conducting public policy and best practices research as needed to accomplish operational and policyrelated goals.

 

Additionally, Ms. Wentworth directs operations in the Customer Service/Outreach Department, the Provider Relations Department, and the Directors of Regulatory Affairs and Organizational Management, while ensuring each functional area accomplishes its department objectives.

Chief Quality Officer – Barbara Wilder, MBA

Ms. Wilder is responsible for the daily operation of the quality department including staffing, budgeting, and overall management. Other responsibilities include managing and overseeing the development, implementation and monitoring of: MDwise QI work plan activities, policies and procedures, QI principles and processes, data measurement and analysis, Reach Out for Quality (ROQ) program, MDwise QI Committee, corrective action plans and follow-up.

 

Ms. Wilder also works with the MDwise Director of Regulatory Affairs in implementing the MDwise delegation oversight program and assisting in overseeing the activities of MDwise operations to meet the State’s goal of providing health care services that improve the health status of members.

Chief Development and Marketing Officer – Jamie Bruce, CHC, MBA

Ms. Jamie Bruce has eight years of experience at MDwise where she is Chief Development and Marketing Officer.   Ms. Bruce directs and coordinates MDwise's marketing activities as well as Business Development activities such as:  Product and Business Development Strategy and Implementation, and New Customer Implementation/Servicing.  Ms. Bruce also served as the MDwise Chief Compliance Officer in the past. Prior to working with MDwise, Ms. Bruce worked in the insurance field for eight years. Ms. Bruce earned a Bachelor of Arts degree from Purdue University and a Masters of Business Administration from Indiana State University.

General Counsel – Patricia Hebenstreit, JD

Ms. Hebenstreit has a wealth of health law and legal related knowledge and experience and serves as General Counsel of MDwise. Ms. Hebenstreit directs and coordinates MDwise's efforts to ensure compliance with laws, regulations, and policies that govern its Medicaid business. She is also responsible for directing the Government Affairs Staff/Activities.  She directs a Special Investigations Unit (SIU) that performs program integrity activities for all MDwise programs. Ms. Hebenstreit previously worked at the Health and Hospital Corporation of Marion County where she spent almost six years as Chief of Staff and two years as General Counsel. Prior to that, she spent time as the Director of Long Term Care at OMPP and also as Director of the Medicaid Fraud Control Unit at the Indiana Attorney General’s Office. Ms. Hebenstreit obtained her J.D. Degree from Indiana University School of Law Indianapolis and her B.A. in Political Science from Marquette University.

Dr. Caroline Carney Doebbeling, MD, MSc, FAPM, Chief Medical Officer

In her role as CMO, Dr. Carney Doebbeling serves on the MDwise executive team and oversees several departments including Quality and Outcomes, Medical Management, Provider Relations, Care Management, and Clinical Data. Dr. Carney Doebbeling will develop new clinical and quality programs, set the strategic direction for member and provider engagement, and ensure that MDwise meets federal and state standards for all Medicaid programs. She serves as the liaison to clinical leaders in the MDwise delivery systems, and oversees prior authorization and clinical reviews and appeals.

Dr. Carney Doebbeling earned her medical and masters degrees at the University of Iowa College of Medicine. She is board certified in Psychiatry, Psychosomatic Medicine, and Internal Medicine. She has a longstanding academic career, with numerous peer reviewed publications, clinical and teaching awards, and editorial board activities. She served as the behavioral health consultant to Wellmark Blue Cross Blue Shield of Iowa and South Dakota, and most recently as Indiana Medicaid Medical Director overseeing quality and outcomes until 2010. She holds adjunct associate professorships of internal medicine and psychiatry at IU School of Medicine, is an affiliated investigator at the Regenstrief Institute, and an adjunct associate professor of epidemiology at the University of Iowa College of Public Health.
